Since 1994, EHCA has opened six facilities with a combined capacity of more than 3,800 treatment beds under contract with the NJDOC, the New Jersey State Parole Board, and New Jersey county governments. These facilities include The Harbor which relocated to Newark in 2010, Tully House in Newark, Bo Robinson Assessment and Treatment Center in Trenton, Talbot Hall in Kearny, Logan Hall in Newark, and Delaney Hall in Newark. Services at these facilities include assessment and treatment for alcohol and drug abuse, criminogenic risk assessment, job-readiness training and life-skills preparation, a family services program, and a strong Alumni Association. Three of the facilities also provide substance use disorder/work release programs and aftercare. EHCA provides bi-lingual staff for Spanish speaking residents. All six facilities are accredited by the American Correctional Association.
Bo Robinson is a 982 bed assessment and treatment center in Trenton, New Jersey providing services for the New Jersey Department of Corrections, the New Jersey State Parole Board, and Mercer County, New Jersey. Comprehensive assessment and treatment services are provided at Bo Robinson for various populations. NJDOC residents who have met their treatment goals are referred to appropriate work-release programs. The Alumni Association is very active at Bo Robinson and assists offenders in their transition from treatment back into the community through the provision of supportive services.
Talbot Hall, a 500 bed assessment and treatment center in Kearny, New Jersey, opened in 1998 to provide rehabilitation services to male residents. The staff at Talbot Hall provides comprehensive assessment, treatment and life-skills training services to program participants. When residents reach their treatment goals, they are referred to an appropriate halfway house to begin participation in work-release programs. Talbot Hall houses an Alumni Resource Center staffed by full-time alumni, who are ex-offenders from reentry treatment programs. A family services program is also available every Monday night for residents and their family members.
Logan Hall is a 644 bed facility serving both male and female residents. Opened in June, 2004, residents are referred through the New Jersey State Parole Board and Union County, New Jersey. Logan provides a full array of residential reentry services, including individual assessments, individual and group counseling, substance abuse treatment, life skills, and education services. The goal of Logan Hall is to assist residents with re-integration in the community and reduce recidivism.
The Harbor, a 260 bed facility, was initially opened as a substance-abuse treatment center in 1983, but was renovated according to ACA standards and began to accept inmates in October of 1994. The Harbor was approved to provide housing and treatment to male inmates in a secure environment. The Harbor recently relocated to Newark and is co-located with Tully House. The Harbor, which contracts with the New Jersey Department of Corrections, also offers a work release program.
Delaney Hall opened in May of 2000 and provides short-term residential treatment and monitoring services for nearly 1,200 male and female residents. The programs provide for successful integration of former inmates back into their communities. Residents are referred through the Essex County Department of Public Safety as well as the New Jersey State Parole Board.
Tully House opened in June of 1997 and provides residential treatment and work release to 340 male residents in a secure environment. The program at Tully House focuses on substance abuse treatment, life-skills training and work release. Residents are referred through the New Jersey Department of Corrections. In July of 2007, Tully was recognized as an official GED testing site.
